About Carl

Carl comes from a family of migrant farm workers that settled in California’s San Joaquin Valley. After graduating with a B.A. degree from Brigham Young University, Carl graduated from the J. Reuben Clark Law School at Brigham Young University in 1992 with a joint Juris Doctorate and Master in Public Administration degree. While at Brigham Young University, Carl served as an associate editor and managing editor of the BYU Journal of Public Law.
After law school, Carl became an associate with the private law firm of McCormick, Kabot, Michner and Foley in Visalia, California before becoming a deputy and assistant city attorney for the city of Bakersfield, California where he advised the city’s planning commission and city council on land use matters and defended the city in environmental, section 1983 Civil Rights and public projects litigation. Carl joined the J. Reuben Clark Law School in 2001 as an Assistant Dean and is currently serving as Chair of the Faculty Committee on Admissions and has twice been the recipient of the Student Bar Association’s Distinguished Service Award. He is currently active in representing the law school in education “pipeline” initiatives. Carl is also an adjunct faculty member for the Marriott School of Management at BYU where he teaches state and local government law. In spring 2006, students honored Carl with the Romney Institute of Public Management’s “Professor of the Year” Award. Carl served as a member of the board of trustees for the Tulare-Kings Counties Legal Services and is currently serving as Chair of the Utah Governor’s Hispanic/Latino Advisory Council. Carl was the recipient of the Utah Minority Bar Association’s 2003 Honoree of the Year Award for his commitment to diversify the legal profession. Carl and his wife Christy have been married for 20 years and have 6 children ages 16 to 4.
